Commonwealth Partnerships for Antimicrobial Stewardship

The Commonwealth Partnerships for Antimicrobial Stewardship (CwPAMS) is a partnership-based programme implemented by Global Health Partnerships (GHP) in collaboration with the Commonwealth Pharmacists Association (CPA). The programme supports low- and middle-income countries in strengthening antimicrobial stewardship (AMS) and addressing antimicrobial resistance (AMR) through locally led, data-driven interventions. 

Implemented across Nigeria, Ghana, Tanzania, Uganda, Kenya, Malawi, and Zambia, CwPAMS focuses on building health workforce capacity, improving prescribing practices, and strengthening the use of antimicrobial data to inform decision-making within health systems. 

In Nigeria, Ducit Blue Solutions serves as the country-level grant and project management organisation, providing coordination, operational oversight, and stakeholder engagement to ensure effective implementation and alignment with national AMR priorities. Ducit Blue Solutions collaborates closely with national institutions and partners to ensure the coherent delivery of services across multiple Health Partnerships. Ducit Blue Solutions is also the grant management partner in Ghana. 

CwPAMS has delivered measurable impact across its phases. Phase One trained 6,500 healthcare workers, supported by 2,164 volunteering days from technical experts, with 96% of trainees demonstrating improved knowledge in AMS principles. Phase Two expanded the programme’s reach, training 20,100 healthcare workers, supporting 70 institutions to use data to improve prescribing practices, and implementing 24 Health Partnerships across participating countries. Data generated through the programme has informed targeted AMS interventions and strengthened quality improvement processes within health facilities. 

Building on these achievements, the current phase, CwPAMS 2.5, continues to strengthen antimicrobial stewardship through improved diagnostics and data use, scalable training models, pharmacist leadership, and community engagement. Through ongoing coordination and partnership, CwPAMS continues to contribute to stronger, more resilient health systems and national responses to antimicrobial resistance.
